Ken Peterson, R-Billings as his attorney.The ethics complaint, filed against Molnar in June alleges Molnar accepted at least $2,000 in improper gifts from NorthWestern Energy and PPL Montana, which participate in cases before the PSC.Molnar deposited these gifts in his personal bank account.The PSC regulates utilities in Montana. NorthWestern is the state's largest electric-and-gas utility; PPL produces most of Montana's electric power. PPL appears before the PSC but is not directly regulated by the commission.Molnar, who's running for re-election to a second term representing southeastern Montana, said the $1,000 each from NWE, PPL, as well as $400 from Wal-Mart, were deposited in his personal bank account. He said he used the money to help pay for brochures to promote a one-day energy-conservation event last December. However, records indicate that Molnar raised more for the brochures than the printer charged. Molnar said he returned $1,000 to NorthWestern Energy. Molnar kept the gifts from WalMart and PPL. Tussing's campaign manager has alleged that Molnar used some of the "brownout" brochures as campaign material while going door-to-door, long after the so-called "educational event" was over.
